Details: | SUMMARY: Enforcement follow-up (1 of 2) DETAILS: Spoke to Scott by phone 12/22/15 ahead of 12/23/15 deadline to respond to Notice of Violation letter sent 11/23/15. He indicated that they are working on a solution and would respond in writing with details but needed a little more time. I indicated that he could have more time but I need a response as soon as possible after the holidays. Emailed Scott 1/11/16 requesting an update by Friday 1/15/16. Written response received 1/15/16 from Chris Heidt of Timber Water and discussed details further with him by phone 1/18/16. Chris indicated that membrane PDT is failing due to leaking air operated valves, not membrane failure. Membrane integrity is being evaluated at least every 2 weeks by physically inspecting the membranes for air bubbles and he believes they are intact and the issue is with the leaky valves. Out of the 12 valves, 2 have been rebuilt and he has kits to rebuild 4 more-- he will continue to investigate and identify which of the valves is leaking and repair those valves in an attempt to restore the daily integrity testing capability of the membranes. Due to reduced flowrate through the filters, they believe the membranes have reached the end of useful life and need to be replaced. The are exploring a retrofit with a different membrane model. Goal is to decide and order before end of January, then 7-10 weeks for delivery and some installation time would put it around mid-April. They are hopeful the project may also solve or at least help solve trouble with PDT. ACTION NEEDED: See next contact report "Enforcement follow-up 2 of 2. |
