Details: | SUMMARY: Lead pigtail removal and Materials Investigation Requirements DETAILS: On 1/21/16 Matt Johnson left message seeking advice on removing a lead pigtail at 415 Nursery St (a pigtail is 1.5-2 ft long section of lead pipe used to connect the service line to a water main, typically installed in the 1920s - 30s). On 1/22/16 I expressed support for removing the lead pigtail, however, since this service was not included in the sampling pool of Tier 1 sites, I said it should be sampled prior to removal. I sent Matt guidance that indicates this site needed to be included in the sampling pool to be conducted 1/1 - 6/30, 2016 and advised him to have it sampled as soon as possible and no later than 1/29/16. Based on uncertainties in the current pool of Tier 1 sites, I also instructed Matt to conduct a new materials evaluation to identify at least 20 sites that would meet the requirements under the Lead and Copper Rule. I sent him the March 2010 revision of the EPA Lead and Copper Rule Monitoring and Reporting Guidance for Public Water Systems. ACTION NEEDED: System to collect tap sample before lead pigtail removal and within 72-hrs after removal, provide appropriate notification to the resident, and conduct a new materials evaluation to identify 20 Tier 1 sampling sites. System to remain on 6-month monitoring. |
