Details: | SUMMARY: Lead pigtail removal and consumer notification DETAILS: On 1/26/16 I sent Matt AWWA and EPA guidance on communication and messaging on lead service lines and advised him to investigate total replacement options if the whole service line was lead and told him that resampling needed to be done within 72 hours after a partial lead line removal. On 2/2/16 I was notified the results at 415 Nursery St from sampling conducted 1/27/16 were 0.0015 mg/l for lead and 0.188 mg/l for copper. The homeowner had asked Matt if they should not drink the water until the lead pigtail was replaced. I told Matt that there was nothing to indicate that the water is unsafe to drink at this time. This was based on the fact that the lead pigtail and service line had not been disturbed and the results were well below the lead and copper action levels. I told Matt that once the lead pigtail was replaced, the resident should not drink the water until the follow-up testing is completed showing lead and copper levels were below the Action Levels. I told Matt that the follow-up sampling should be conducted using the normal first draw sample after a tap had been unused for at least 6 hours and that if the homeowner was agreeable, the lead pigtail could be removed earlier than the 45-day notification of removal period had ended. ACTION NEEDED: System to collect tap sample within 72-hrs after removal of lead pigtail, provide appropriate notification to the resident. System also instructed to conduct a new materials evaluation to identify 20 Tier 1 sampling sites. System to remain on 6-month monitoring after copper Action Level exceedance from November 2015 sampling. |
