Details: SUMMARY: BCA DETAILS: A BCA is to be issued because:Cu Action Level exceeded 1/1/08-12/31/10 (1.41 mg/l), 7/1/11-12/31/11 (1.80 mg/l), 7/1/13-12/31/13 (1.47 mg/l), and 7/1/15-12/31/15 (1.412 mg/l). As a small system (3,300 or less) without optimized corrosion control treatment (CCT), Amity was required to complete CCT steps in OAR 333-061-0034(2)(b). 0034(2)(b)(A) and (B) requires systems to recommend optimal CCT within 6 months after the end of the monitoring period (MP) during which a Cu or Pb action level (AL) is exceeded (6/30/11). Per 0034(2)(b)(B), within 12 months after the end of the MP in which an AL is exceeded (12/31/11), DWS may require a system to perform CCT studies or may specify optimal CCT within 24 months after the end of the MP during which such system exceeds an AL (12/31/12). In a letter dated 2/20/09, DWS directed Amity to begin lead and copper tap sampling every 6 months, monitor WQP, and evaluate CCT options. In a letter dated 1/31/12, DWS requested Amity submit a plan for CCT. The 5/30/12 "City of Amity 2012 Corrosion Control Plan" by Keller & Assoc. was received 5/30/12. The Plan (conditionally approved by DWS on 6/6/12 - PR 87-2012) called for a multi-phased approach to raise pH to 7.8 and up to 8.5 using soda ash (initial and secondary copper control strategies) or, if soda ash did not work, install zinc phosphate (tertiary strategy). 0034(2)(b)(E) requires optimal CCT installed within 24 months. after DWS designates such treatment. Amity was required to have installed optimal CCT by 6/6/14, 24 months after DWS approved the Plan. Although below the AL in June 2014, Dec 2014, and July 2015, Amity exceeded the Cu AL in Nov 2015. Results from daily entry point sampling reviewed on 2/18/15 showed that treated water had been at or above a pH of 7.8 in only 7 daily readings since 1/1/12 and had often been below 7.0.
