Details: SUMMARY: storm turbidity events DETAILS: Idanhas distribution has high leakage (80%), but recent cold temperatures caused pipes to burst in some summer homes, causing a real crisis in the amount of water - more was being used than could be produced, and the raw water holding pond level dropped. While trying to find & fix burst pipes, Bob also had to get up to open the intake valve on their secondary source, Mud Puppy Creek, on Wed afternoon (1/11/17), by snow cat. Although much siltier than their primary source (Rainbow Crk), the finished water turbidity remained low (0.05) until Thursday afternoon, when it started rising slowly after each backwash- after 4-5 hours, there would be a short spike to 0.65 NTU, triggering another backwash. Bob found Friday afternoon that a piece of crud was in the coagulant pump. Once it was removed, the treated water turbidity returned to normal. There were intervals during those 24 hrs when the finished water > 0.3 NTU. If the turbidity was > 0.3 NTU for > 5% of the month of reported 4-hour readings, it is an MCL violation (check that at the end of the month). Meanwhile, there is a Tier 2 treatment violation because: the coagulant system was not functioning properly, and the turbidimeter was also bypassed for ~6 hrs when they were determining how to replace more water than what was being lost to either the backwash cycles or the distribution. Based on the existing records, he feels assured that the finished NTU never exceeded 0.65. ACTION NEEDED: Tier 2 public notice for treatment technique violation, and perhaps a Tier 2 for the MCL violation based on the whole month of final readings. Suggest more cross-training of the available city staff so that Bob is not the only one who can find the distribution valves/meters under snow, or the buried source water intake valves, at the same time trying to monitor changing conditions at the plant.
