Details: SUMMARY: Water quality complaint. DETAILS: Jeff Marshall, Public Works Director, for the City of Lakeview (City) was contacted regarding two complaints that were received by the DEQ and forwarded to DWS. The complainants and Jeff Marshall were contacted by telephone on November 9, 2017. The complainants said that they frequently receive brown water and particulates at their homes (i.e., buildup/corrosion from the piping). The complainants were informed that DWS would contact the City and see if there was a reason (e.g., flushing, main line break, etc.) for the recent poor WQ incident. Jeff Marshall was contacted he explained that the City has elevated concentrations of manganese (Mn) and iron (Fe) in their source water and that buildup in old pipes breaks loose. Mr. Marshall was asked if the City conducts flushing to reduce buildup of Fe and Mn and he indicated that the City does conduct routine flushing and the City still experiences WQ problems. Mr. Marshall was asked if the City has conducted any sampling on the brown water and particulates and he indicated they have not, but would consider doing since additional samples would be helpful in demonstrating to the public that the water is safe to drink. Mr. Marshall was also advised that he should contact the DWS circuit rider for assistance on reducing and controlling Mn and Fe in the system and Mr. Marshall indicated that he would contact the circuit rider. Note: Mn and Fe are regulated under secondary standards and have secondary maximum contaminant goals. DWS does not require water systems to collect samples for contaminants regulated under the secondary standards (see OAR 333-061-0036 (8)). ACTION NEEDED: Recommend collecting samples to demonstrate the water meets safe drinking water standards and contact the DWS circuit rider for assistance on controlling iron and manganease in the distribution system.
