Details: | Background/Problem Identification: This is Phase 2 of the support effort for the City of Unity. HECO Engineers was given approval for a time extension request on 1/13/21 for completing the remaining support effort items regarding Item No. 5 Written Recommendation to comply with lead and copper rule by 3/31/2021 per Amy Word’s Lead Action Level Exceedance notification to the City on 10/5/20. Assistance Provided: 1/13/21 – Bret Turner at HECO Engineers (HECO) received notice of time extension approval from Anthony Fields at OHA to complete Item No. 5 on exceedance notification regarding lead and copper recommendation letter to the City of Unity. 1/24/21 – Robert Almanza at HECO started review with OHA provided EPA corrosion control Document. This document was quite long and extensive and there was no indication given on which specific sections to use as a reference as all sections/appendices of EPA document are related on corrosion control treatment for primacy agencies and public water systems. A complete and thorough review of the document was required, in addition to reviewing and evaluating the lead, copper, and WQPs test results, prior to formulating the lead and copper recommendation letter. 3/2/21 – Continued review of EPA corrosion control guidance document. Focused review on Chapters 3 through 6 regarding corrosion control treatment for lead and copper, treatment steps under Lead and Copper Rule, requirements and technical recommendations for optimal corrosion control start-up, and impacts on source water. 3/3/21 – Robert Almanza drafted lead and copper recommendation letter. Continued review of corrosion control document for further guidance. Reviewed lead and copper data and recommendation options in conjunction with EPA reference information. Consulted with Andy Gehrke, PE of HECO on lead and copper corrosion control treatment. |
