Details: | SUMMARY: contact time violation and flow rates DETAILS: Brownsville did not meet the minimum contact time on December 4, 2017, and received a 10-point violation. The violation postcards went into the mail this week. I sent Karl the appropriate public notice template. He felt that their lower winter flow rate (156 gpm that day versus 400 gpm in the 2005 tracer study) meant they really did meet the appropriate CT. But they record the minutes from their tracer study results in all their monthly reports, regardless of flow. Because they had signed and submitted a report saying they did not meet the minimum disinfection standard that day, they cannot go back later and change their methodology. However, they can adjust how they calculate the actual contact minutes in the future based on flow. I emailed Karl the appropriate formula they would use for that and their 2005 Tracer Study. They would need to incorporate that formula (using the tracer studys baffling factor and volume) into their Excel form. ACTION NEEDED: Await receipt of public notice. The December violation will return to compliance after the next monthly report if all was good there. |
