Details: | They are weighing a combination of options to add contact time. Their City Council wants to see how much contact time they will gain solely by putting the 2nd existing contact chamber online. Terrie asked if the state circuit rider could do this study. But this would represent an "interim" tracer study (calculations show that this single change will not add enough CT to be in compliance during all seasons, but they want to see how much time this alone would add so they could then determine how much buried contact pipe they still need to meet the disinfection standard). The manager of the Circuit River contract (Tony Fields) said the state would not pay for more than two tracer studies within 12 months. So if they want an interim study, they need to pay for that one or for the final one after the pipe is installed. Tony said that they could still use circuit rider assistance for other activities during that period. I reiterated to Terrie that plan review is required for major modifications. I also spoke to the Citys engineer, James Parmenter at the Dyer Partnership (541-269-0732). He mentioned that they are considering bigger plant improvements in the future, so I emailed him the 2004 CPE which showed that the sedimentation portion of their treatment plant was limiting its performance. |
