Details: | Background/Problem Identification: Diane Dendy reached out to the circuit rider and indicated that the water system has had Abbas Pump Services (APS) out to the problem well site to assess the system needs. HDE asked for help in deciding their options (and possible loan/grant alternatives) after the Abbas Pump Services site visit. Assistance Provided: The circuit rider contacted Diane and spoke at length about the water system and the issues that they are currently faced with. Based on the proposal provided by Abbas, it became apparent that the well pump and controls need to be replaced, as well as the distribution booster pumping system and associated control systems. The circuit rider recommended that HDE have the work done. HDE is looking to have the work funded with “grant money”. Currently the only option for full grant funding would be the SSEA, which is slated to open up some time in 2022. HDE could also apply for SDWRLF funding, but at the dollar amount that was estimated from APS (~$18,000), it is likely not worth the considerable time/effort commitment to pursue. SDWRLF funding is also not guaranteed to have a grant component, and likely would be ½ grant ½ loan. At this time, HDE’s best option is either to approach a bank for a loan to do the work, or wait until 2022 to attempt to have the project funded with SSEA emergency infrastructure funding.
