Details: City had initially reported Actual CT less than Required CT for May 9, June 16, and June 25, given free chlorine residual dropping to 0.2 mg/L on those days (CTs not met). DWS discussed this reported violation with City in late July. City indicated in mid August that they had neglected to account for the additional 500,000 gallons in the 1.5 million gallon contact reservoir which they began keeping in April 2018. A contact time for corresponding peak reservoir demand flows has been established for 1.0 and 1.5 million gallons in the reservoir and the City had continued to use the 1.0 MG contact times after the increase. City provided documentation that an increase of approximately 500,000 gallons occurred in April to DWS in the form of flow in (plant flow) and flow out of the reservoir in April. City re-calculated CTs for May and June with appropriate contact time and CTs met. No CT violation or public notice required. City will continue to use correct contact time for reservoir volume.
