| Details: | DETAILS: Fred wanted a waiver from providing a concrete pad around the well (closest to tank building), that the though Id told him it was required. He states that hed discussed his concern with someone at DWP over the phone but couldnt remember who said "Its Ricks decision". ACTION NEEDED: I explained that I had no authority to regulate his State system and could not require him to provide a pad. My previous comments related to a plan review/construction inspection to verify if hes done what his engineers had submitted as plans to the state. I actually did not know what his Engineers had proposed to the State, but I thought the concrete pad was a good idea. Only the State has authority to regulate Sate Systems in this instance. I also explained the likelihood of another on site consultation was unlikely until they became an EPA system. But suggested he should start quarterly sampling for coliform and daily documenting cl2 of at least 0.2 ppm residual. | ||
