Details: SUMMARY: TC+ response / cause / remedy #2 DETAILS: continued….John wanted to know if the recommendations of HBH held any additional weight because they are contractors of the state. I told him this is not the case, and recommendations they make are not necessarily endorsed by DWP. They should view it as one consulting firms opinion. Another idea some City staff have, is to fast track the project of installing by-passing piping and the means to isolate the tank. This project has been planned for the next couple of years, but John thought if they really tried they could have it done in a week, the same amount of time for the divers to be available. John was hoping we could prescribe a particular course of action. I told him I could only provide my professional opinion, but that really I am a regulator and my job is to make sure they are meeting the regulations. That said, I gave him my opinion which is that vaccuuming out the tank without the presence of chlorine doesnt sound like a very good idea. They cant even superchlorinate right at the tank, because then the highly chlorinated water would go into the system (the one blow-off they have would not get all the water out). I suggested they consider pursuing both options simultaneously, and if they get the by-pass / isolation in place, the divers can vaccuum, then scrub with highly chlorinated water, then drain the tank. ACTION NEEDED: John will send a copy of the public notice. They will have collected the right # of routines for october, so theyll just have the MCL violation.
