Details: SUMMARY: Treatment Technique Violation on 11/5/2006 at the Layng/Prather WTP. DETAILS: On 11/6/2006, Dewey Darold received a phone call from Ray Pardee, City of Cottage Grove Water Production Superintendent. Ray reported that the Layng/Prather plant exceeded the turbidity MCL of 0.3 NTU beginning at 10:30 AM lasting through 4:15 PM. Turbidity results exceeded 1 NTU from 12:30 PM until 3:45 PM. The peak turbidity result was 3.46 NTU. Free chlorine levels at that time ranged from 1.08 to 1.60 mg/L and CT values were met at all times for the removal of giardia. The high turbidity event was due to source water being high in suspended solids from excessive rainfall. On 11/6, Dewey and Scott Curry discussed the situation and decided that a Tier 2 public notice was warranted due to the short nature of the event, the event was over by the time it was reported, CT values were achieved and the watershed is fairly protected from crypto. On 11/13/06, Karen Kelley spoke with Ray and confirmed the numbers from the high turbidity event. IFE was consistent among all 4 filters, the raw water turbidity peak was 42.7 NTU, color was 346 and flow was at 900,000 GPD. The operators used continuous backwashing on the filters with reduced flow to the distribution to bring the turbidity levels back down. Ray emailed a copy of the public notice to me on 11/15 and is ready to go to print and distribution. ACTION NEEDED: Await copy of final public notice. Note that the City of Cottage Grove is under a Bi-Lateral Compliance Agreement with the DHS. As part of the agreement, the City must issue a Tier 2 (or 1) to the users when turbidity MCLs are exceeded. The City has plans to decomission the plant within the next 2 years.
