Details: | SUMMARY: Cross Connection and ASR reports DETAILS: I called Steve Draper and offered assistance with the Enabling Authority. I met with him to review an example authority and the ASR that is due by 3-31. Draper indicated that he tried to get the City Council to adopt an ordinance a few years back, but they declined to do it. He stated that the Kinzua mill, the school, the restaurants, and a few others commercial system customers have backflow prevention assemblies at their service connections. Kinzua also has a private well for backup water that is separated from the CWS by a double check valve. Draper reminds these users that they need to have their devices tested each year by including language in the annual CCR. We discussed how plumbing codes prescribe requirements for point of use protection for water using appliances, so he does not need to enter every premise if plumbing is done by licensed plumbers and inspected by the state plumbing inspector. However, the EA provides the necessary authority where cross connections are suspected to exist. Also reviewed the types of homeowner activities that would necessitate hose bibb vacuum breakers and recommended that he be proactive with requiring those where appropriate. I provided him with a copy of examples of an EA, ASR and an electronic copy of the EA on disk. Suggested that he contact the operator of the nearby City of Weston to discuss their ordnances and how the adoption process works. ACTION NEEDED: Mr Draper need to work with the City Council to get the ordiance containig EZ adopted, and send a copy to the state. He need to submit the ASR by 3-31-07. |
