Details: SUMMARY: Cross Connection Enabling Authority DETAILS: I requested a copy of last Sanitary Survey from DWP. Bill Goss e-mailed the survey cover letter which detailed several deficiencies. I called Mr Flintoff to offer assistance with the EA and discussed the coliform sampling plan-CSP and other monitoring requirements. He welcomed the assistance, so I modified the EA. I met with him at the park. We reviewed CCC requirements, including having a written EA. We walked through the park looking for cross connections. I pointed out an ornamental pond that my have a submerged inlet, also noted several outside faucets with threads, but no vacuum breakers. We worked together to complete the ASR. Currently, there are no known testable backflow prevention devised in the park. I inspected the well and pump house, which is in a concrete vault with a wooden top. System operates continuously to maintain pressure. There is a sample tap in the pump house, but the valve is inoperable. I used states example CSP to start putting a plan together and reviewed requirements for the CSP. Mr Flintoff needs to create a map of the park in order to complete the CSP. We discussed the requirements for an ERP. Flintoff did not know if one had ever been done, but if so it would have been lost in the fire. I showed him how to access the DWP web site and go through the data online for his system and how to log on to CCiWriter web site and recommended that he use this site to product his annual CCR. ACTION NEEDED: The system needs to adopt the EA and send it to DWP attached to the ASR, complete the CCR requirements, complete a CSP and notify Bill Goss that is done, Check with water lab and request needed testing, check with DWP to see if a Source Water Assessment was completed. The system need to install a screened vent on the well head and consider replacing pressure tanks and come of the valving in the pump house.
