Details: SUMMARY: Referred to circuit rider for assistance with cross control enabling authority DETAILS: The CSW serves a small residential subdivision with 31 connections and a population of approximately 75. Water is supplied by a single well and reservoir. Service connections are not metered. The area was recently annexed into the City of Redmond, but there are no immediate plans to connect to city water. The cross connection control (CCC) program is weak and lacks enabling authority. I called Wes Scales to discuss their CCC program and the need for EA. He welcomed any assistance we could provide, including completing the annual summary report (ASR). Modified the EA document to fit the needs of this system. Printed hard copy and burned a copy on a CD. Then, met with Mr. Scales to review their CCC program. There are some underground sprinkler systems in the subdivision, but there is no list of backflow devices and they are not being tested regularly if at all. Discussed the possibility of doing a written survey. Discussed the requirement for having a written EA document and how to get it adopted by the HOA or water board. Offered to attend a board meeting if necessary. Also, completed the ASR. Told Mr. Scales that the adopted EA could be attached to the ASR if it is ready by the ASR due date of March 31. Reviewed the latest sanitary survey for this system. Noted that they have no coliform sampling plan (CSP). Reviewed coliform results and sampling locations entered on SDWIS. Worked together to develop a CSP. Recommended that Mr. Scales call Jeff Fruend at Deschutes County to let him know that they now have a CSP. ACTION NEEDED: System to submit the annual summary report by March 31. System to adopt enabling authority and submit to the DWP. Recommend that system conduct a mail survey to determine where other cross connections or potential cross connections may exist.
