Details: SUMMARY: Sanitary survey requirement: tracer study DETAILS: HBH Consulting Engineers Inc., representing the OSHS-DWP circuit rider program, received notice that the USFS Tiller Ranger Station Water Treatment Plant required a tracer study. I placed several calls to the Roseburg office in an attempt to arrange a time to visit the Tiller water plant. When contact was finally made, John and I had an extensive conversation about the workings of the plant, in particular the performance of the filters. The plant controls make it difficult for the operator to control systems during backwash. Currently the filter to waste is not operable for lack of the proper speed control on the valves. My recent work building filter profiles at other plants dominated the conversation from that point on, so much that on the 26th I arrived prepared to perform a filter profile, not a tracer study. John had marked up a set of as-built drawings, which he indicated may or may not be accurate. The primary question was identifying the first user. In the ground line changes had occurred and may not have been documented, potentially allowing service to the first user on the way to storage or coming out of the storage reservoir. The Forest Service employs a contract operations service to run both the water and waste water plants at Tiller. Distribution sampling is limited, therefore no chlorine residual information is available at the site we would use as the first service. We walked with the system plans in hand, agreeing to collect some residual chlorine at the first user, as the tank is filling, and as the level would be dropping. The tracer study will be rescheduled as the information becomes available. ACTION NEEDED: Reschedule tracer study when residual chlorine results are available.
