-"BVW has no system for receiving and investigating resident complaints": BVW has a dedicated voicemail box for receiving complaints and has assured me they make every effort to address complaints. BVW has shared with me copies of informational notices they have given to the users to keep them apprised of the situation.

-"Operator not qualified to be working on the system" - I am working with the system to institute the proper protocols for operation of the system. These include having a DRC, having written protocols for actions that can be taken by the operator. ACTION NEEDED: At this time, I am confident and comfortable with the efforts being made by Mr. Wise and Vic & Patty Farkas to resolve the situation. They all have made themselves available to me as needed and have responded in a timely manner to my requests-- last Friday I asked them to seek an engineered solution to this ongoing low pressure problem and by Monday they had their engineer, John McGhee, working towards a solution. Due to water rights limiting the use of the two wells they have relied upon for several years, this system was forced to drill the new deep well to keep up with the demand and this is the first season of its use-- I feel that the current problems were not necessarily foreseeable.
