Details: | SUMMARY: Emergency Assistance/Crisis Debriefing DETAILS: The system supplies water to approximately 3000 people through 950 connections. Water from Barney Creek is treated through a membrane process. Following a significant rain event, turbidities increased in Barney Creek such that treatment of the raw water was not possible, this caused reservoir levels to drop. Shortly thereafter, a major water break caused the water system to loose pressure such that much of the system was below 20 psi. After contacting DWP, a precautionary Boil Water Notice was issued. Upon filling the water distribution system, additional leaks developed. This prevented the system from being rapidly refilled. HBH previously visited the District to provide emergency assistance. A debriefing meeting was requested. In addition to the leaking problems, current staff believes that personnel issues may have contributed to the problems. Let debriefing meeting discussion with District Staff and Contractor – Utilities Services, which provided the bulk of the emergency services. Discussed 1-What went wrong? 2-What worked well in the response? 3- What worked poorly in the response? 4- What could be done to aid in next emergency response? 5- What can be done to strengthen water system against emergencies? ACTION NEEDED: Continue contact with the district. Write debriefing memo for use by the system. |
