Details: SUMMARY: Data reduction from CT Study 1/31/08, report preparation DETAILS: The first service was identified by staff as employee housing. Samples to establish a system residual were taken and averaged prior to the pre-determined boost at the treatment plant. The plant effluent chlorine residual is tracked using an on-line HACH CL-17. The plant has the ability to capture the residual data as part of the SCADA Data Recovery System installed by staff instrument personnel. Base line residual samples at the first user were drawn from the kitchen sink and over the sample period averaged 0.61 mgl. The boost was requested for a 2:20 pm increase to the chlorine pumping system. The calculated increase was established to reach 1.8 mgl to 2.0 mgl. Residuals at the first customers were significantly increased 120 minutes into the study. The regular hours for PP&L staff to finish a shift is 4:30 pm and according to staff it was necessary to avoid overtime. I returned to the plant and discussed how the effluent SCADA Data would be forwarded for the final data reduction back at the office. As time was of the essence it was decided to e-mail the effluent chlorine residuals to the HBH office. The SCADA information required some explanation regarding the time frame and the sample interval. The residual data was also inconsistent with values increasing after the boost was initiated and then falling off and cycling up without any resetting of the feed equipment. The boost was calculated by an interpretation of the SCADA report. Additional time was spent on the final report due to the irregularities in the data. ACTION NEEDED: Review study data with system Compliance Tech Dave Crocker. Report the apparent problems with the chlorine feed system.
