Details: | SUMMARY: Investigate recent source water/process upsets DETAILS: In Mid-July the treatment operator started experiencing a variety of process issues that were compromising the treatment plant’s ability to meet system water demands. A site visit and review with operators was requested through DWP‘s Circuit Riders program. Discussed processes issues on the phone, and made site visit to review process with operator staff. There appeared to be a change in raw water quality before process problems started. Through every year algae is persistent in the summer season, this year it visually appeared different. It was also noted that the large snow pack in the Cascades may have impacted the character of the algae. Though there was an issue with the Flocculation mixer, it was repaired and problems still persisted. The first problem was the inability to adjust process and coagulant (PACL) dose to achieve an adequate Pre-filter turbidity for filtration, even though this dose had been used successfully for the past 7 years. Plant operators changed the coagulant to Alum. After this, Pre-filter turbidity was acceptable. But filter runs were very short and were triggered by turbidity “break through” even though filter headloss was very low. I discussed options of trying a higher or lower Alum dose, or returning to PACL, while system demand was still moderate. I provided water staff with water conservation information and water curtailment templates. ACTION NEEDED: System will call if assistance is needed. |
