Details: SUMMARY: Owner confused over regulatory requirements DETAILS: Brian Tenny owner called the Portland Office concerned about Coos County personnel requesting compliance with State regulations regarding public water system. Brian has been operating without State oversight for years offering bottled water for consumption and limited the piped water to servicing bathrooms at the park. Bathrooms have sinks for hand washing with signs posted indicating that the water is not potable. The system is listed as a transient noncommunity system in our database depending on actual use it may qualify as a State Regulated Water System. Either way Mr Tenny is confused why the County and State think he has a public water system since he does not serve water for consumption from the piped water system. I explained that the State does not recognize providing bottle water as a longterm strategy for a water system and therefore he needs to meet regulatory requirements with his piped system. After speaking with Tom Charbonneau in Portland I also offered the option of permanently disconnecting the wash basins however both Brian and I felt one of the other regulatory agencies with interests in his Park would likely require running water hand washing facilities and that this was also likely more acceptable to visitors vs chemical wipes or some other non water hand washing method. Brian requested a hard copy of our regulations. Marsha will be sending them out. I also informed Brian that he was welcome to elevate the conversation in DHS if he remained uneasy about our conversation. I then called Ian Stromquist to brief him on my conversation with Brian. I suggested he continue to contact Brian and remind his of the need to conduct the required sampling at ACTION NEEDED: Follow compliance of this PWS.
