Details:	SUMMARY: Oct. 9, 2008 Mr. gibson called regarding annual water use form he received. DETAILS: He wanted to know if it is required and if he declined completing it would the water system face a noncompliance classification issue. Mr. Gibson feels that he will be unable to provide this info in an accurate or timely fashion.
