Details: SUMMARY: Quarterly toluene sampling from EP-C and LCR reduction to 10 tap samples every 3 years DETAILS: I sent an e-mail to Leahnette Rivers (lrivers@columbi-city.org) summarized as follows: Columbia City was reported by EPA as a significant non-complier for missing several quarterly Toluene samples for EP-C (well #2). According to the plan review documents quarterly toluene sampling was needed between July 1, 2008 and June 30, 2009. Only 1 result from 09/24/08 was on record. Since the quarterly sampling is to identify seasonal variations, a sample from each quarter was needed. With the completion of the 2nd 6 month round of lead and copper sampling, a reduction to once every 3 years from 10 sites was granted beginning 01/01/2011. A minimum pH of 7.2 must be maintained for both the entry point and the distribution system. ACTION NEEDED: Toluene is to be sampled from EP-C as follows: 1 sample before the end of June 1, 2009, 1 sample between 10/1/09 and 12/31/09, and 1 sample between 1/1/10 and 3/31/10. Sample for lead and copper tap samples at 10 sites during the summer of 2012 and every 3 years thereafter. Sample pH and alkalinity every two weeks at EP-C and report monthly. Sample and report pH and alkalinity from 2 distribution sites at the time of lead and copper tap sampling. Maintain a pH of 7.2 at entry point and in distribution (dosing should target a higher pH in order to maintain the minimum).
