Details: SUMMARY: 4th Quarter VOC & SOC detects DETAILS: I spoke to Bob about 4th Quarter 2009 detects of VOC and SOC at wells #5 and #6. Well #6 had detect of 4.56 ppb PCE (Tetrachloroethylene) in November. Well #6 turned off and not used since December 2008. Well is on standby until summer 2010, when it may be needed to meet summer demand, but unlikely. Running annual average of last 4 quarters of data was 5.74 ppb, greater than 5.49 ppb (MCL is 5 ppb, but with rounding, the average would need to exceed 5.49 ppb for violation). I indicated that if well #6 is used, an MCL violation would be incurred, and public notice would be required. EDB had detect of 0.0458 ppb, with a running annual average of 0.043, < MCL. TCE also detected, but running annual average at #6 is below MCL. At well #5, EDB detected at 0.0129 ppb, below MCL. I indicated that #5 can stay on annual monitoring, as City has taken quarterly sampling recently. ACTION NEEDED: Bob indicated City plans to continue quarterly monitoring of both PCE and EDB at #6, until either well is decommissioned or issue of MCL compliance is resolved with DWP. City to continue annual monitoring of EDB at well #5 (I recommended taking sample in 4th quarter-when the detects have occurred). If necessary, DWP to update SDWIS to reflect that well #6 is inactive, so that violations are not currently generated. DWP to provide support as necessary for SOC & VOC detections at two wells.
