Details: SUMMARY: OERS incident at Silverton Reservoir DETAILS: We received an OERS report regarding a vehicle & boat being submerged in Silverton Reservoir. This reservoir is used as raw water storage for the the City of Silverton drinking water system. I spoke today with Steve Starner, Water Quality Division Supervisor, about the event. He indicated that the reservoir was not supplying raw water to the treatment plant at the time of the incident (this reservoir supplies Silver Creek and they have been using the Abiqua Creek supply exclusively for the last few months). He said that the truck and boat have been removed and that booms and pads were put out to soak up the oil & gas that were floating on the surface. They have since been removed and there is no visible sheen on the water surface. Although it reportedly had a full tank of gas, the truck rested upside down which fortunately acted to contain the fuel in the tank. The water system opened an 18" valve at the bottom of the reservoir to keep the spillway dry so that the surface sheen could be cleaned up. As a precaution, Steve pulled two water samples (One from the accident location and one from the treatment plant raw water intake on Silver Creek) this morning and had them sent for oil and grease hydrocarbon testing. Steves assessment is that the spill was very small, the cleanup was successful, and any residual will be diluted by the time they need this water in a few months. ACTION NEEDED: No further action needed at this time. I told Steve to call us if he has any questions or needs anything and he indicated that he would.
