Details: SUMMARY: Understanding Public Water System Regulations DETAILS: Mr. Breitbarth is an agent with the Keno Park Trust which owns/operates the Sportsmans Paradise Motel/TC. He submitted a written complaint concerning the way in which the Klamath County Environmental Health staff handled a recent complaint regarding a water outage/loss of pressure event. See letter in file dated 1/19/2011. I spoke with Mr. Breitbarth on the phone on 1/20/2011. He expressed the same concerns found in this letter and was questioning whether or not he needed to work with the County or the State DWP. I explained the contractual relationship between the State DWP and the Klamath County EHD. I also explained that the County staff have the responsibility to respond to complaints of water outages and loss of pressure events. Mr. Breitbarth was also concerned that staff from the County were allegedly on-site, talking to customers about sampling and taking samples. I explained again that the County can collect samples and talk to customers while conducting a complaint investigation. We also discussed the differences between responding to customers in a tenant/landlord situation vs. responding as a public water supplier to the system customers. I called Mr. Breitbarth again on 1/31/2011 to make sure all of his questions were answered. He again had concerns about the Countys behavior in dealing with this event. I encouraged him to speak with the Public Health Administrator, Marilynn Sutherland, to voice his concerns and gave him the phone number. I also encouraged him to contact Ramona Quinn at the County with any questions regarding public water system regulations. ACTION NEEDED: None. Technical follow-up to the water outage/reduced pressure event is being handled by the Klamath County EHD.
