Details: SUMMARY: Spring Source Assessment Sample E Coli positive DETAILS: I received a call from Gary Van der Veen (Yamhill County) that the City of Dayton had received E Coli positive result for spring source assessment monitoring. I called Steve Sagmiller (DRC) to discuss. E Coli positive sample from combined spring source pipe (the City is unable to collect individual source samples from each spring). The City has collected five confirmation samples from the sample location but the results will not be known until tomorrow afternoon. The chlorine residual for distribution system was 0.55, 0.50 and 0.88 ppm for Tues, Wed, and Thur, respectively. Given this residual, I notified the City that they could wait until they received the confirmation sample results before proceeding with public notice. If any of the confirmation samples are E Coli positive, then they must immediately issue a boil water advisory for the entire service area. Steve and I also discussed the small number of homes located above the PRV - with the shortest theoretical disinfection contact times. The City currently only injects chlorine for residual maintenance. Based on my discussions with Steve and Carrie Gentry regarding reliability of information that would be used for contact time calcs, I concluded that there was not enough information available to make a reasonable calculation, and therefore strongly encourage Steve to notify the early users not to drink the water until the results of the confirmation samples were known. He indicated that his staff would do so. Called Gary Van der Veen to update him on my conversation with Steve. Sent Dave Leland email briefing. ACTION NEEDED: Wait for results from confirmation sampling.
