Details: SUMMARY: New operator confirming how to handle turbidity spikes at small surface water system DETAILS: Bruce wanted to check in with me, because the County Parks water system has still not reopened to the public, though the construction was completed last fall and the coliform samples were negative. Right now, recent winter storms have increased turbidity beyond what the plant can handle safely, so it is shut down. Bruce wanted to make sure the way they are handling the turbidity complies with our requirements. The on-site caretaker (Randi) takes turbidity measurements daily on the raw water. If it is above a certain amount, she does not operate the system. They have a storage tank to serve from, but once the stored water runs out, it is easy enough to shut off the flow to the 2 public access points (picnic area and bathrooms). When the raw water turbidity drops again below the threshold, Randi can re-start the plant. I told Bruce that that system sounds fine. Bruce also had a concern about the UV unit (installed last year), see below. ACTION NEEDED: Ask DWP engineers if the system can reconfigure the UV lamp so that it does not remain on continuously when the plant is shut off (sometimes for days). Bruce thinks that when the light is on with no flow, a film bakes onto the lens and he has to clean it off at least weekly - much more often than anticipated.
