Details: SUMMARY: UV light not working and 4-log viral inactivation not achieved - Boil Notice DETAILS: At a 01/26/12 site visit, no boil notices or drinking water warnings were posted at any of the public sinks and the store clerk said that they were using the water to make ice and coffee. He said that Mr. Winkler had told him that a woman from the Or Dept of Ag removed the notices and that everything was corrected as instructed by the Dept of Ag. I asked to see the treatment system. The UV power module had been replaced and indicated with a flashing red light that the UV dose was inadequate. The clerk said that Mr. Winkler, who was not present, took care of the water system and that he did not know anything about how to make it operable. I called Barbara Cripe with the Dept of Ag and she said that she did not rescind the cease and desist order issued on 09/14/11 due to the condition of the water system. I posted and photographed the placement of 3 yellow signs on the front door, at the seating area sink, and in the bathroom, which state that the "tap water on these premises is unsafe for human consumption". I explained to the clerk that the UV system was not working, which was required for Giardia and Cryptosporidium inactivation, and that the current system was incapable of providing sufficient disinfection for viruses. I left my business card and explained that I would need to work with Mr. Winkler to resolve the matter. ACTION NEEDED: System to remain on a boil water notice until 1) 4-log viral inactivation treatment is installed and the Giardia and Cryptosporidium treatment system is properly functioning or 2) the system changes to a different source meeting OAR 333-061 standards or 3) the system ceases making water and food and beverages made with the water available to the public.
