Details:	SUMMARY: Ice Fountain incorporation of lower service area of Oak Grove Water District DETAILS: I met with Mark, the Districts engineer, and Ian Stromquist of HR County Health for a site visit to review Ice Fountains incoproration of the majority of Oak Grove WD #00388, currently on a boil water notice for E. coli contamination in the water system, and under formal enforcement with DWS. Ice Fountain completed intertie to serve the lower majority of Oak Grove on 6/28/13, and has flushed the area on 6/29 and 6/30. Five coliform absent samples collected on 7/1 all returned coliform absent in this area of Oak Grove, with a chlorine residual. Ice Fountain has isolated this lower service area from Oak Groves spring source by cutting and capping two lines, which DWS and Hood River County inspected today. Mark to notify Oak Groves upper service area that boil water notice still in effect by placing door hangers today at each residence. DWS has agreed that boil water notice may be lifted for only the lower service area of Oak Grove as of today. ACTION NEEDED: Ice Fountain to work with Oak Grove to review existing Bilateral Compliance Agreement (BCA) to ensure complaince dates are met for the upper service area. If after reviewing pumping improvements necessary to serve the upper service area, it is determined that the compliance dates cannot be met, an alternative schedule must be provided to DWS for review and amend the BCA as necessary. DWS to work with Ice Fountain to note the increase in connections and users accordingly, and provide support in conjuction with the County to ensure potable service is restored to upper service area as soon as possible.
