Details: SUMMARY: Follow up - system has MCL violation for July 2013 DETAILS: I went to the system to look at the chlorination since all repeat samples were total coliform positive and system has MCL violation for July. Frank replaced the chlorine feed pump, but there is still no residual in town. The solution tank is also showing the mixture is being pumped out. It was noted the system has a layer of calcium deposit at the bottom of the solution tank from the hard water. A sample was collected to test for level of hardness. I suggested the system double the chlorine solution in the mixture tank to see if this would make a difference. I also inquired about the 0.5 chlorine residual noted on the sample results. Frank could not get a reading from his DPD kit (nor was I). He said Marvin, board pres, used his pool chlorine test kit to test. I explained this is not a valid residual result. 7/23 ** system still has no residual in town. Marvin is working on a plan. I left Frank a voicemail asking him to look at the actual injection point as this may be plugged and the hose degraded. This point is under the concrete in the well building. Unclear if there is an access vault to see this part of the pipe (as shown in the plans from Anderson-Perry) 7/24** 2 water dept workers from the City of Milton Freewater are assisting the system with the chlorination. They have plans to move the injection point above ground. They will also make recommendations on pipe maintenance. Amy emailed Marvin as-built drawings from Anderson-Perry. I also mentioned that moving the injection point is good, they do need to find out really what the cause of the problem was. ACTION NEEDED: Increase chlorine in storage tank solution and call to see if there is any change in town. (**no increase noted**) DMCE to also remove 0.5 residual from positive sample results.
