Details: SUMMARY: temporary UV discussion DETAILS: Anna from HDR, Doug Schwin and Larry McBroom from Baker City and I had a conference call regarding the possibility of their using a temporary UV system to treat for crypto until their permanent UV system can be designed and constructed. They are proposing a Calgon Sentinel unit, which has been validated. It is medium pressure, used in Bremerton WA. They would like to have this in place before they inject water from surface sources into the ASR well, and before demand increases such that they need additional water from riskier drainages such as Elk Creek - by March 2014. They propose to install it in the vault downstream of the 4.5 Mgal reservoir, removing the existing flow meter. They hope to go as low-tech as possible to minimize costs and still assure proper treatment. I told them that they should submit a proposal detailing how they would assure at least 3-log crypto treatment at all times, and have a response plan in case of failure. They asked if they would still need to monitor for crypto, and I said we would need to discuss it, but in general if they could demonstrate adequate treatment, that would be more protective of public health than monitoring and getting results back in a week or more. ACTION NEEDED: HDR and city to provide validation report and proposal for DWSs quick review. Kari to get tracer study performed by HBH to determine if flow meter is necessary for CT calculations. Kari to find out if method 1623.1 would pick up crypto cysts treated with UV and decide if sampling is still appropriate if treatment is in place. City to provide status of watershed control plan improvements.
