Details:	SUMMARY: Complaint investigation DETAILS: 12-30-13-Kari Salis from DWS forwarded an email from Douglas Bruce Terry. I contacted Mr. Terry about the complaint emailed to the State. I let Mr Terry know that the issues has raised are not issues that I can force the system to complete. I can request the system flush the hydrant & install blow offs but these are not significant deficiencies that I would flag on a water system survey. I would note them & make recommendations. As such, the system only needs to test & record residual 2 x per week. I then went on to explain that the system is up to date on all sampling & the system meets all Oregon drinking water standards. . Bad water is weighted highly for point value while other monitoring violations have lower point values. A score of 11 or more would classify the system as a Priority non-complier. The system currently has a score of 0. This system is up to date on all sampling & all samples meet standards. I let him know that the State /County does not choose water operators. The system has an operator with the proper small water system certification. Neither the State or this office chooses or changes operators. I provide operators with technical assistance or get the into contact with the circuit rider program if the system qualifies for further technical assistance if needed. I work with operators towards compliance of the rules. I let him know that I would contact the operator about the complaint but none of the complaints were anything enforceable from this office as none of the complaints were significant deficiencies. He said that I "put his mind at ease". ACTION NEEDED: none at this time.
