Details: SUMMARY: Boil Order Issued During Level 2 Investigation DETAILS: 5/11/16 - Received alert for EC positive result from routine sample collected on May 10, 2016. 5/12/16 - No repeat samples were submitted to the lab within 24 hours, which triggered a level 2 coliform investigation. Met with recently hired park manager Allen Frank on site. Discovered that the chlorine solution tank had run dry, so no chlorine residual was present in the water system. Had run out of sodium hypochlorite. Issued a boil order immediately and gave Allen public notices to distribute to the residents. Also discovered the chlorine test kit that was in use was a pool/spa test kit using orthotolidine, which does not measure the chlorine concentrations with the required accuracy. Told Allen that a DPD type test kit must be obtained. Showed him how to use the DWS’s DPD color wheel test kit and left it with him temporarily so he could properly measure the chlorine concentration. Reviewed how to fill out the monthly 4-log disinfection report form. Found one of the chlorine contact tanks was still leaking. In order for the boil order to be lifted, the minimum chlorine residual of 0.5 ppm must be restored, three repeat samples must be collected, and they must all test absent for bacteria. Let Allen know about the upcoming May 26 WSTC class in Pendleton so he could get certified as the operator. Also discovered the well pump had been replaced with a variable speed pump, which means the chlorine is no longer applied proportional to flow, as the old chlorine feed pump cannot speed up or slow down to match the well pump’s speed. Emailed this information to park owner Nancy Shaw. ACTION NEEDED: System to restore required minimum chlorine residual, collect three repeat samples, obtain DPD type chlorine test kit, attend WSTC to obtain required operator certification, rewire chlorine feed pump so it is proportional to flow.
