Details: SUMMARY: System Leakage – Emergency Response DETAILS: Circuit Rider water contacted by Adam Desemple (OHA-DWS) regarding the City of Wheeler experiencing severe water loss during the winter storm. It was reported that the upper pressure zone had lost pressure on Tuesday, December 8 due to what was presumably a failure of one of the crossovers between the two pressure zones in town. Both reservoir levels had dropped simultaneously, and then stabilized with low but adequate pressure in the lower zone and inadequate pressure in the upper zone. A city-wide boil water notice had been issued due to the upper pressure zone dropping below 20psi. Vosburg Reservoir had been taken off-line due to a leak in the 8” distribution main, caused by a landslide and slumping of Highway 101 near Depot Street. Adequate pressure was being maintained in the lower zone by feeding water into the system from a reservoir in Manzanita. Jarvis Reservoir had also been taken offline.Water System Staff and Rob Morris (HBH) inspected a section of Highway 101 where slumping of the roadway and subbase caused a leak in the water main beneath the roadway. The southbound lane of Hwy 101 had slumped approximately 9 inches, and the section of the main affected was not able to be isolated by closing valves, so the valve at Vosburg reservoir had to be closed, taking the reservoir offline. They also inspected 4th Street near Winkler Street. An existing water distribution main runs beneath 4th Street. There is a historic landslide in the area with ground moving perpendicular to 4th Street. Cracking and slumping was evident in the 4th Street roadway, and undercutting of the roadway and subbase on the downhill side of 4th Street was observed. There was no leak at the time, but it has potential to fail and cause an interruption in water service. ACTION NEEDED: None needed at this time.
