Routine coliform samples had been taken from the wrong location (entry point). No Coliform Sampling Plan. MANAGEMENT - No Emergency Response Plan on site. No Operations & Maintenance Manual. RECOMMENDED: Inspect storage tanks annually, develop a cleaning schedule, flush lines at least annually, install a fence around storage tanks, add pump-to-waste piping.
