Comments: The significant deficiencies and rule violations noted are as follows: Operation and Maintenance: 1. Develop an operations and maintenance manual. This is required for all public water systems and should include information on coliform and chlorine residual monitoring, maintaining the distribution system, procedures required to restore minimum water system pressure of 20 pounds per square inch, and any other routine procedures. A copy does not need to be sent to this office. 2. An Emergency Response Plan needs to be developed for the water system per Oregon Administrative Rules (OAR 333-061-0064(1)). A template was distributed to you during the survey, and also can be found in the Security section of our website. The plan should include how to respond to natural disasters, power outages, vandalism, water contamination, and other possible threats. There are also specific items which must be included, such as communications and authority. Please forward the attached proof of completion form to this office. A copy of the plan does not need to be sent in to the DWP. Treatment/Disinfection: 3. The frequency of chlorine residual monitoring in the distribution system must be measured at least twice a week to ensure an adequate residual is maintained at all times in the distribution system, pursuant to (OAR) 333-061-0036 (9)(a). However, we also understand that the City of Hood River operates a chlorinator just up from the master meter. Work together with the City of Hood River to make sure that the intent of the rule above is met, by ensuring an adequate chlorine residual at all times in the Aldridge Ditch system. Records should be kept on-site for future review and do not need to be submitted to our office. At a minimum, the free chlorine residual needs to be measured and recorded with your regular quarterly coliform bacteria samples, at the location where the samples are taken. A DPD or other U.S. EPA-approved method must be used. This site visit has not been entered into the deficiency database. | ||||||
