  Comments:
1. Incorrect compliance turbidity monitoring location. 2. An auto dial alarm directly to an operator for high effluent turbidity is recommended so that operators may quickly respond to a treatment failure. 3. Turbidity profiles must be conducted quarterly on each filter following a backwash. 4. The contact time through the clearwell must be based on a tracer study. 5. Be sure to verify that adequate disinfection is occurring, by calculating CTs (chlorine residual at first user multiplied by contact time) every day 6. The DWP has no record of paired raw/treated total organic carbon (TOC), and raw alkalinity data since 2007. 7. An Operations and Maintenance (O&M) Manual needs to be developed. 8. An Emergency Response Plan needs to be developed for the water system.
