Show that the construction of the above ground fuel storage tanks satisfy the following rule:

…Above-ground fuel storage tanks provided for emergency water pumping equipment may be exempted from this requirement by the Department provided that a secondary containment system is in place that will accommodate 110 percent of the fuel tank storage.
