  Comments:

The deficiencies noted are as follows:

1. Now that City of Estacada's population has grown to 2,600, three (3) coliform samples/month are required. Increase your sampling frequency, accordingly.
2. Coliform Sampling Plan - Please re-organize your existing coliform sampling information into the form I left for you. If you would like another template, I will send one out to you.
3. Calibrate turbidimeters quarterly. Also, make sure to maintain current, fresh calibration standards.
4. Make turbidity profiles quarterly and keep on file to assist in determining filter health. Use the attached example as a model.
5. Radiological samples - You must take Combined Radium and Uranium samples quarterly for four consecutive quarters. The Gross Alpha results you received in 2001 will satisfy the Gross Alpha requirement.

In addition, I have the following comments:

1. A summary of your monitoring requirements can be found on page 12. Please maintain a copy of this page and refer to it for future monitoring scheduling.
2. Check raw alkalinity weekly. Increase your sampling frequency, accordingly.
3. Identify an appropriate cleaning schedule for the reservoirs.
4. You may be eligible for a disinfection by-product (DBP) sampling frequency reduction. Submit a written request to me to get sampling frequency reduced to once per year from the current rate of once per quarter. Include summaries of TOC, Total THM & Total HAA5 results (one page, preferably). This will also allow you to eliminate TOC sampling requirements altogether.
5. Plan Review Exemption from Water Main Extensions - You may be eligible for an exemption. I can send you a letter with more information at your request.
