  Comments:
The significant deficiencies and rule violations noted are as follows: Source: 1. The berm surrounding the hatch entry to Cold Springs currently allows rain water to pool in the vicinity of the hatch. The design of the hatch needs to be fixed so that contamination cannot enter the springbox and water drains effectively, and is not trapped by the curbed berm. Management and Operations: 2. No Operations and Maintenance (O&M) Manual. This is a requirement for all public water systems and should include routine tasks that you perform at the springs, storage facilities, and in the distribution system. This document serves to ensure consistent operation, and passes on knowledge regarding the system to new operators, and should be made available for review during subsequent site visits. Please see attached outline of key required elements. Operator Certification: 3. Develop a written Operator Protocol for all operators certified at a level below the requirements for the water system (Water Distribution 2). This protocol lists what procedures under-certified operators can do and under what circumstances the Operator in Direct Responsible Charge-DRC should be consulted. Please have the under-certified operators and the DRC sign and submit the protocol to the DWP. See attached template.
