1. Find or install flap-valves on reservoir and clearwell.

Monitoring Deficiencies
2. Create coliform sampling plan.

Management and Operations Deficiencies
3. Develop written standard operating procedures for all processes for under-certified operators to clarify what they can and cannot do without DRC approval.
4. Develop a water system operations manual.
