Details: | On 05.11.2022, I emailed Corinne clarifying that the TOC monitoring requirement is for one raw water TOC sample and one finished water TOC sample. The finished water TOC sample has to be collected after the GAC filter. Sample tap ST-4 is located prior to the GAC filter and sample tap ST-6 (membrane) is not required. TOC monitoring is supposed to demonstrate whether or not the GAC filter is effective and the Administrative Order (AO) requires monitoring of raw and finished water. In this context finished water is after the GAC filter. The AO didn’t use that specific terminology but that was the intent. Next steps: Corinne was instructed to update the TOC sampling procedure. The updated SOP should reference a new TOC sample site for finished water post-GAC. The water system schematic shows that ST-5 is located after GAC, but due to its proximity to the chlorine injection point, Corinne was advised to contact the lab to discuss an appropriate finished water sample tap. If ST-5 is not viable, the operator will discuss other options with the lab. The entry point sample tap is an option. On 05.10.2022, Corinne emailed me a lab report of Weiss Estates TOC samples collected on April 26, 2022. TOC test results showed: ST-1 Raw water TOC 2.46 mg/L ST-6 Membrane TOC 2.31 mg/L ST-4 Finished TOC 2.19 mg/L |
