Details: | On 8/30/22 I provided feedback regarding the following update provided by Levi on 8-30-22 on the two raw waterline services: Levi said that they were getting closer to taking care of the two services that were provided raw water in exchange for their raw waterline easement and wanted to know if 20 psi was needed at the water main tap or at the residence and that he wanted advice on what to do if the customer refuses to connect to the new treated water (potable) line due to not wanting to pay a standard water rate given that the easement granted service from the raw water line. I cited OAR 333-061-0025(7) which requires that 20 psi be maintained at all service connections at all times and that it is typically achieved at the meter. More feedback was provided in an email dated Sept 7th and we discussed the issue further in a conference call on 9-13-22. Ultimately water providers that provide piped water for human consumption need to make sure that water is potable and meets all applicable requirements under OAR 333-061. A 1/5/22 update provided by Levi indicated the line was approximately 50-60% complete. Due to manpower issues and supply constraints due to the pandemic they had not been able to complete it as quickly as preferred. He said they had around 1,000 ft of 6” line to lay, at the same time they were installing about 200 ft more of the raw 14” line to adjust for changes in easement with the property owner. once that was complete, they had a little under 2,000 ft of 2” line to install. It was his hope that they could finish by the fall of 2022. I extended the deadline to 10/1/22 at that time and then extended it again on 9/20/22 to be in compliance by 12/31/22. A 12/13/22 updated provided by Levi indicated that electrical parts needed to complete the project should be delivered near the end of January (supply issues have been an on-going complication).
