Details: | The City tested 52% of the systems backflow assemblies/devices in 2021 and 41% in 2020. This low testing resulted in a significant deficiency/rule violation during the February 2022 WSS (a deficiency listed in the previous WSS as well). The City developed a corrective action plan to increase the number of devices tested in 2022 by 3/31/23. Only 7% of total backflow assemblies for the system were tested in 2022. DWS requested a new corrective action plan to address the unresolved significant deficiency on 3/21/23. The City responded stating they are looking into contracting a certified backflow tester and seeking updated language in their Ordinance. The plan is to have the Ordinance and Resolution and contracted backflow tester in place by May 31, 2023 and letters being mailed on or before June 16, 2023. 5/11/23 Update: The City is seeking a contracted certified backflow tester but will not be updating their ordinance. DWS staff requested a CAP with milestones for % of tested devices specified. 6/13/23 Update: City council and staff are currently in discussions regarding the inclusion of language from the current ordinance in the backflow testing letters. September 2023 Update: City met on 9/18/23 to discuss the need for an updated CAP. The revised CAP that aims for the following milestones: 1) mailing letters in September 2023, 2) 100 devices tested in October 2023, 3) 50-100 additional devices tested in November and 50-75% system devices tested by the end of 2023. March/April 2024 Update: The 2023 ASR Report details 37.5% (3/8) of RPs assemblies tested and 59.4% (158/266) of DC assemblies were tested. This equates to 58.7% (161/274) of the system’s devices, falling a bit short to resolve this deficiency. Consequently, the CAP was updated to achieve 70% devices tested in 2024 with a deadline of 4/1/25 (ASR report due date). |
