Details: | Steve contacted me for a letter of support a few days ago based on a suggestion from the Brookings City manager. RRSA is exploring the idea of becoming a purchasing system from the City. Although the City's water line runs right by RRSA (on its way to the community college), RRSA is not within the City limits, so this proposal would have to go before the City Council. Hence Steve's request for such a letter. RRSA has a number of challenges as a small system (66 connections) treating surface water, but the main one driving them to explore this option is the threat of development in their source watershed. The land around their water source (a stream impoundment east of the main highway) was annexed by the City and is scheduled for development. I had checked in with both Jacquie Fern of DEQ, who does source water protection for surface water systems, and Sean Stevens, the IFA regional development officer for this area. Although we cannot comment on any specific proposals, both OHA and IFA feel comfortable indicating general support for water system interconnection and consolidation. In this case, the change would mean another small system is out of the business of treating surface water, and would minimize the impacts of the adjacent development on drinking water quality. Steve also relayed their progress to date in addressing the survey deficiencies. |
