See Part 2 here: Part 2 Zavier Borja from the Governor’s office coordinated a meeting with representatives from DWS (Kari Salis, Carrie Gentry, Tom Pattee), DEQ (Blair Edwards, Greg Svelund), Terrebonne Water District (Dan Bruce, Eric Fisher), Terrebonne Sewer District (Kristin Yurdin, Tim Brown), and the county road department (Chris Doty) to discuss the planned sewer line and potential proximity to Terrebonne’s well #4. Terrebonne’s well is 80 feet from the planned route for the sewer line, which meets the DEQ standard. The consultant requested a waiver for the OHA 100-foot setback requirement. A DWS geologist had reviewed the site and well construction, and the waiver was approved, though not needed until a water system survey is done which would identify the setback issue as a significant deficiency. DWS expressed regret in not communicating this decision to the water district, being unclear that the water and sewer agencies were separate. DWS also pointed out that the well was constructed in 2008 without site plan approval, but the road is allowed within 100 feet of the well because the well is properly constructed into a confined aquifer, the same criteria to approve a waiver for the sewer line. Terrebonne expressed concern about the lack of communication and is worried that future contamination could impact their two main sources of water for the community. DEQ noted that their standards require a 50-foot separation from sewer line to well, and the project as proposed meets that. The consultant plans to also provide dual wall containment with leak detection for the portion of the line near the well. The road department representative stated that roads are for utilities and that a waiver is appropriate if criteria is met. |
