Details: | On January 22, 2025, the Land Use Board of Appeals (LUBA) remanded the land use approval for Portland's water treatment plant project back to Multnomah County. Tyler Deems, City Manager, notified DWS via email on February 14, the day they were informed that no appeals were made, of a non-force majeure event involving a delay causing a stop in construction from the Multnomah County land use approval being remanded. The pump station is the only part that is linked to the land use approval. The transmission line construction is all in Clackamas County and construction is continuing as scheduled. If the pump station is not completed by September 2027, there is still the option to receive unfiltered water from the Hudson pump station. Notification was formally submitted via a letter to DWS section manager on March 4, 2025. This letter has been accepted as formal notification to satisfy the requirements in part V.G. of the Bilateral Compliance Agreement. |
